Dress, public affection and alcohol rules: Oman is more conservative than Dubai. In all public places, including shopping malls, clothing should cover the tops of the arms and the legs below the knee, and swimwear belongs only on hotel and resort beaches. Public displays of affection are frowned on and can bring you to the attention of the police. Alcohol is served only in licensed hotels, restaurants and clubs, the drinking age is 21, and drinking or being drunk in public is a criminal offence. Dress modestly in the Muscat and Nizwa souqs, book a hotel with a licensed bar if you want a drink, and change money into Omani rials before you head inland.
Drugs, drones and photography rules: Oman punishes drug offences severely. Possession, use or trafficking, even of residual amounts, brings long prison terms and heavy fines, and the death penalty can apply, so leave all cannabis products including CBD edibles at home. Drones may not be imported or flown without a licence from the Civil Aviation Authority at caa.gov.om, and flying without one risks a fine and confiscation of the aircraft. Do not photograph government buildings, military or police sites, or any person without asking first. Carry prescription medicines in their original packaging with a copy of the prescription.
Oman wadis (Shab, Bani Khalid, Tiwi) flood in under 10 minutes during winter rains: 8 tourists drowned in Wadi Shab in 2023. Rub' al Khali desert (Empty Quarter) and Wahiba Sands exceed 50 °C; dehydration kills in 2 hours. Sayq Plateau storms reach the Jebel Akhdar. Never camp in a wadi bed November–March, carry 5 L water per person in rial budget, hire PDO-approved 4×4 guides for desert crossings.
Oman uses a single emergency number. Call 9999 for the Royal Oman Police, for an ambulance and for civil defence and fire.
Never refuse offered coffee, take at least one cup, and when you've had enough, shake the cup gently side to side to signal you're done. Avoid showing the soles of your feet to anyone, as it's a sign of disrespect. Always ask before photographing people, especially women and in traditional settings.
Frankincense (luban) has been Oman's prized export for millennia, buy raw resin, essential oil, or incense burners at Mutrah Souq in Muscat. Omani halwa is a rich, aromatic confection made with rosewater and saffron, it comes in beautiful gift tins. Silver khanjar (curved dagger) replicas are symbolic Omani gifts. Dates (especially Fard variety), Omani coffee (kahwa), and rose water from Jebel Akhdar round out the options.
